Ligia, eight, plays with a friend on the boulevard of a major highway in Sao Paulo. With a population approaching 150 million, Brazil has an estimated 30 million children living in poverty, with more than 7 million aged 10-17 working to survive and almost one million abandoned to a life on the streets. To respond to their needs, a major part of UNICEF's US$47 million cooperation programme 1990-1995 working with NGOs and local authorities - provides literacy and other educational opportunities, while at the same time promoting non-exploitative income-generation for children who must work. UNICEF also supports advocacy to prevent violence against street children and to promote legislation to protect working children. Increased attention is also being given to the circumstances of girls living in poverty, forced to work or living in the streets, also recognizing their domestic work and their special educational, health and social needs.
