The New CFCI Framework

CFCI Framework

The Child Friendly Cities Initiative provides a framework for building child-friendly cities and communities. The framework consists of two pillars: Goals and Results to be achieved; and Strategies to achieve these Goals and Results. The two pillars streamline the original nine building blocks, set out in 2004.

Goals and Results

  1. All children benefit from child-friendly governance and are valued, respected and treated fairly within their communities
  2. All children have access to quality essential services (this includes healthcare, education, nutrition support, early childhood development and education, justice, family support and protection from exploitation, violence and abuse).
  3. The voices, needs and priorities of children are heard and taken into account in public laws, policies, budgets, programmes and decisions that affect them.
  4. All children live in a safe, secure and clean environment (this includes access to clean water, sanitation and hygiene, safe and child-responsive urban design, mobility and freedom from pollution and waste).
  5. All children have opportunities and time to enjoy family life, play and leisure (this includes social and cultural activities, and safe places to meet their friends and play).

Some strategies to achieve these goals and results include:

Child-friendly Laws & Policies
Enacting a child-friendly legal framework and policies.

Child Rights Awareness & Advocacy
Advocacy and raising awarness of child rights throughout government and society.

Strategic Action Plan & Budget Allocation
A strategic action plan with clear budget allocation and accountabilities for implementation. Ensuring children are visible in overall government budgeting.

Child/Youth Participation
Informing and involving children and youth and respecting their views and experiences; recognizing children and youth as partners and as individual human beings, rights-holders and equal, active citizens.

Coordination & Partnerships
Cross-sectoral coordination, leadership and strategic partnerships to maximize the impact of child friendly policies and programmes.

Collecting Data & Measuring Impact
Assessing the situation of children, setting objectives and monitoring and evaluating progress as well as reporting on it. Independent accountability for the CFCI, including with children.
